RATIONALE:
NCGLNAC sponsors workshops wherein tradition-bearers teach classes on various aspects of the traditional culture of the Great Lakes area Native American peoples. These classes involve attendees registering and paying fees in advance, with the fees being necessary to cover expenses of the workshop. Several months in advance of the workshop, NCGLNAC and the tradition-bearers commit to conducting the workshop classes contingent upon enough people registering to ensure that expenses can be met. Up to one month prior to the workshops, the schedule and financial commitments by NCGLNAC and the tradition-bearers are usually reversible. After that, however, financial commitments begin to become irreversible, and by the time of two weeks prior to the start of the workshops, all of the financial commitments are basically irreversible. Once commitments become irreversible, registration fees are needed to cover those expenses and are therefore refundable only on the schedule listed above.
